Timetable
Most provisions of the Community
Care and Assisted Living Act were brought into force on May 14, 2004. The
anticipated timetable is below. Progress to date: - In spring/summer
2003, health authorities, government programs, non-profit and for-profit housing
and care associations provided input to the drafting of a framework for assisted
living, proposed health and safety standards, and a complaint resolution process.
- The Registrar, Susan Adams, took office on Nov 10, 2003.
- Discussion
papers on the draft framework for assisted living, complaint resolution process
and health and safety standards were sent for review and comment to a broad range
of consumer, professional and community-based service organizations. The discussion
papers were also posted on the Ministry of Health Web site for public review and
comment. The consultation process concluded on Dec 3, 2003.
- A
medication services standards of practice work group was established to develop
standards of practice for the delivery of medication services in assisted living.
- The Registrar has formed an implementation advisory committee of key
housing and health care representatives, including consumers, to provide advice
on the establishment of her Office and the registration process.
- The Office
of the Registrar opened in Vancouver on May 4, 2004.
- The Community Care
and Assisted Living Act was brought into force on May 14, 2004.
May
14 to Sept. 29, 2004: - The Registrar is authorized to address complaints
about the health and safety of assisted living residences, including the power
to inspect.

Registration packages were forwarded to potential applicants on July 19, 2004.

Applications for registration are due at the Office of the Assisted Living Registrar
by Sept. 3, 2004.
- Health and safety standards, which will be
set out in regulations, are being finalized.
Sept. 30, 2004 and beyond:
- All operators must be registered by Sept. 30, 2004.
- Operators
must renew registration annually by March 31.
- The Registrar will have
the authority to attach conditions to a registration, and in extreme circumstances,
suspend or cancel the registration.
